The Procurement Manager is responsible for managing and overseeing EFA’s procurement activities to ensure they are conducted in accordance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the Commonwealth Procurement Rules (CPRs), internal procurement policies, and relevant government frameworks. The role ensures value for money, probity, fairness, and compliance in all procurement processes and supports effective supplier relationships that enable EFA to deliver on its objectives.

About you

  • Develop and implement procurement strategies aligned with EFA’s objectives and the CPRs.
  • Provide strategic and practical advice on procurement options, market approaches and risk management.
  • Lead and manage end-to-end procurement processes across a range of market approaches, including open and limited tenders, requests for quote (RFQs), requests for tender (RFTs) and panel arrangements.
  • Prepare and review procurement documentation, including RFQs, RFTs, evaluation plans, contracts and related templates.
  • Ensure all procurements comply with Commonwealth procurement legislative requirements, policies and panel rules as well as applicable EFA policies and procedures.
  • Maintain accurate records and ensure reporting obligations (e.g. AusTender, Senate Order on Contracts) are met.
  • Oversee contract establishment in conjunction with the Enterprise Legal team (as appropriate) and handover to contract managers.
  • Support business areas in developing contract management plans and monitoring supplier performance.
  • Partner with business units to understand requirements and deliver fit-for-purpose procurement solutions.
  • Manage relationships with suppliers, government stakeholders, and internal clients.

Experience & Skills

  • 7+ years’ experience in a procurement management role or similar, across a mix of public and private sector environments.
  • Relevant tertiary qualification e.g. Bachelor’s degree.
  • Strong understanding of the CPRs, PGPA Act and relevant finance/procurement frameworks.
  • Demonstrated experience in government procurement (including procurement planning, tendering, evaluation and contract formation).
  • Strong written and verbal communication skills, with the ability to draft high-quality documentation.
  • Ability to influence stakeholders and provide practical procurement advice.

Desirable

  • Experience in digital procurement systems.
  • Professional certification (e.g. CIPS or equivalent).
